SCARCE BENEFITS AND POLITICAL SPOILS

The Civil Service I tell you immediately I looked at the report on the outstanding Financial Statements from the Cabinet Office of Jamaica all that came to me were the famous words of Wilmot ‘Mutty’ Perkins: ‘Scarce benefits and Political spoils’. The more I go through the reports the more it keeps ringing in my ears. I keep asking myself about the type of country we are running. The repercussions of things like these is that we continue to throw good money after bad. Then we continue to borrow more money to pay our bills. Then most of the taxes we pay are sent to the IMF as loan repayment and we are not producing anything to help supplement the budget. It is a cycle and the Bank of Jamaica is limited in the amount of paper it can shuffle to stem the depreciation in the dollar and the increasing inflation rate because most of what we consume is imported. The money we send to the IMF is real US Dollars. The IMF does not want any Crypto currency. Like myself, I am not interested in FIAT money. There is enough of that going around. People printing paper without anything to back it up. Before I go any further I want to commend those organisations and their boards which have been performing by keeping their financials up to date. These Executive Officers and their Boards are obviously serious about the way they do business. These people have produced statements up to 2019/2020 and others have actually completed 2020/2021. I started my research on the Tourism Sector while I was in Sweden. It was deleted. I have to go and complete what I started. We are giving these organisations one month to submit to the Cabinet Office a schedule for the completion of these Financial Statements. If not the Boards will be dissolved and the Chief Executive Officers placed on probation and an Internal Audit completed. RED FLAGS MINISTRY OF AGRICULTURE AND FISHERIES (MAF) Dr. Myles Munroe keeps reverberating in my head ‘the management of resources attracts resources’. In Jamaica I am realising that as a people we have become very careless in the management of the resources which we have been given and as such we stand the chance of losing them all together. I clearly remember the last article I read when Min. Audley Shaw was the Minister of Agriculture. He had gone to Israel and he was very excited about implementing some of the things he had witnessed in Israel. Then the next time I was reading about agriculture Min. Floyd Green had become the new Minister and the youngman was very excited and talking about new technologies he would be implementing to grow the agricultural sector of Jamaica. We will not speak about ruminants. He seemed to like to import those, which I am finding is not surprising based on what has taken place in the sector. Then Minister Floyd Green left in a very unusual way. Things have been progressing this way people, because the strategy as, determined by those who are in charge of our government. The strategy is not to grow the agricultural sector of Jamaica. The strategy is to hijack the land and all the flows in the sector and stun the growth of the sector ultimately leading to our inability to feed our people. Just in case you are saying it cannot be done just look at Africa. Let me show you how the strategy is unfolding. I saw a news item recently with the new Minister, Pearnel Charles Jr., and a host of people cutting a ribbon because we had rehabilitated 300 metres of agricultural road, not one kilometre, 300 metres. My heart sank. Is this how far we have sunken? Agricultural Credit Bank Farmers need support and they need to know the systems which have been set up to help them. These systems should be clearly articulated yet when I went searching for this institution all I saw was a JIS notice saying the bank was instituted by an act of Parliament.There was no website, no structure. Agro-Investment Corporation I am going to have to do some more detailed research to see what is taking place. I have to be very careful people not to jump ahead of myself and go down the line on the report because some bodies are being so obviously mismanaged it is heart rending. I am wondering if all the professionals in Jamaica are blind. I suppose no one wants to die. There are a number of Boards but the ones I am really concerned about are the Cocoa and Coffee Boards. Cocoa and Coffee Boards These are two boards that should be up and running but they are behind in their accounting and their administration leaves a lot to be desired. I am not seeing a board for the Cocoa Industry. I need to know what is happening here. Cocoa means chocolate people, there is always a market for chocolate. Jamaica 4H Clubs This is a serious case. Mr. Colin Virgo is Chairman of the Board, a workers' representative. The first question is why there are no financial statements being prepared for over four decades? Who made such a decision? Does the Jamaica 4H Clubs with a very formidable organisation own anything? How is the Jamaica 4H Clubs being funded? On the front page of the website of the Jamaica 4H Clubs is a RFP for the development of 97 Old Hope Road which is the headquarters of the organisation, who is in charge of the development? This is prime real estate in the heart of the uptown area of the city. How was this decision reached? The Jamaica 4H Clubs on the report from the Cabinet Office indicates that it is a statutory organisation which means that it is owned by the people of Jamaica. As such no decision should be taken without the Minister and the Prime Minister being au fait with them. Has any report been presented to the General Assembly of the nation called the Parliament? The Jamaican people need answers to these questions quickly. Jamaica Agricultural Society This organisation needs leadership. It also needs help from the government in terms of strategy and direction. I see they are now trying to bring their finances in order but the Annual General Meeting has been postponed again. This is not good. A country that is serious about its agriculture would ensure that the Agricultural Society is strong. Jamaica Dairy Development Board Now this one is of some interest! I would like to know when Dr. Sophia Ramlala became a board member. I see they are behind three years in their financial statements. Dr. Sophia Ramlal for those of you who do not know is one of the Veterinarians at the Jamaica Racing Commission (JRC) working alongside Dr. St. Aubyn Bartlett. The gentleman who worked in two government positions at the same time. Chief Veterinarian at the JRC and Minister of Government. Dr. Ramlal is also the baby mother of Dr. Bartlett who is a brother of Minister of Tourism Edmund Bartlett. Dr. Bartlett was the one who ran against Prof. Trevor Munroe and had an incident with fictitious gunmen. Having said all of that, Dr. Ramlal is a mole sent on the Board to deliver messages. We need those outstanding Financial Statements to ensure that no decisions have been taken in the three years which are detrimental to the people of Jamaica and the continued development of the Board. We need to see that their funds are not being hijacked. Jamaica Exotic Flavours and Essences Ltd This my fellow Jamaicans is wanton mismanagement of our resources. The then Minister of Information Fayval Williams informed the nation in Feb 2021 that this company would be divested. My question is that you have waited for twelve years with good Jamaican assets then you decide that you are going to divest the company. Who is managing and safeguarding these assets at present? Why was this company established in the first place? Is the reason for its existence still valid? If so, why are we selling it? Having decided that we will be selling, who is packaging it for sale? Why did we have to wait for twelve years? Jamaica Veterinary Board They have four years worth of financial Statements outstanding. We need to know what is taking place there. Sugar Company of Jamaica Holdings Ltd (SCJ) Holdings Ltd SCJ (Legacy) Ltd I tell you people this is a big whammy for me. Lots of land and more to come. I have to contain myself. I have two Psychologists watching me as usual. I tell you white people are treacherous. The powers that be are trying to find ways to lock me down again. I tell you, when I went on the internet there was nothing about these two organisations. The only thing I saw was a news item from JIS about Joseph Shoucair being in charge of Sugar Company of Jamaica Holdings Ltd. These are two limited liability companies according to the report from the Cabinet Office. My question: do these companies have any assets? Is it one of these companies responsible for the Bernard Lodge Development Scheme which is being sold to the Jamaican people? What is the agricultural strategy for the most arable agricultural land in Jamaica? Is it for real estate development or to develop agriculture to feed the people and so we can stop spending hard earned foreign exchange on onions and potatoes? Our farmers are eeking out a living in the most unfavourable circumstances and our arable land is being hijacked for real estate development. Therein lies the new strategy for agriculture people, it is not expansion it so contraction holdung and tek wey. So when the Ministers were told the scenario instead of cooperating with the plan they both left. Unfortunately, in all of this because people are not breaking ranks the Jamaican people suffer. The corrupt government of Jamaica, the criminal foreigners and the lecherous businessmen in Jamaica are up to nothing but defrauding the people of Jamaica. Sugar Industry Authority Another breakdown of the institution of the Jamaican people I see a Chairman of the Board but who is managing the day to day operations of the organisation? Is it the Board? All a part of the grand plan to defraud the people of Jamaica of their land, a tight inner circle. Before I go on to the next Ministry which is the Ministry of Culture, Gender, Entertainment and Sports. I would like to comment on the websites I have explored. I find them to be of very poor quality. I see where the government has an e Government and an e-Learning body. I suggest they develop a minimum standard for government websites. Anyone visiting any government department in Jamaica is guaranteed a minimum standard in their browsing. MINISTRY OF CULTURE, GENDER, ENTERTAINMENT AND SPORTS (MCGES) Creative, Production and Training Centre (CPTC) To be very frank I keep wondering why this lady is still a Minister of Government in Jamaica. I suppose it is the fact that nature abhors a vacuum and most of those who are qualified are still shunning politics. This institution is a powerhouse with the potential to do great things for the media in Jamaica. Hence, the reason we need to get those five years of outstanding Financial Statements as a matter of urgency to see how the organisation is being managed or mismanaged. Independence Park Ltd. I gather from my research that this is the limited liability company which manages our sports facilities located at the National Stadium and inclusive of the stadium. The Board Chairman is Mike Fennel O.J., CD. May I ask some questions: Is there a website for Independence Park Ltd? It is a genuine question people, between the Chinese, Indians, Pakistanis and Caucasians I have no peace on the computer especially since I have started this project. Is there an administration for this company outside of the board? May we know who are the people who work at Independence Park Ltd and how the company is organised? If the National Stadium belongs to the people of Jamaica then we all have a right to know how our assets are being managed. We need to have a look at the asset portfolio and the cash flows going through this company. Let us get caught up with the one outstanding Financial Statement Mr. Fennell. Institute of Jamaica This organisation has fourteen years of Financial Statements outstanding. The Chairman on the register has died. May his soul rest in peace! Recently Professor Carolyn Cooper wrote about the Jamaica Music Museum and the fact that it was constipated because of lack of resources, mainly space. This Museum is under the mandate of the Institute of Jamaica and if the parent organisation is not being managed properly, it follows that the subsidiaries will suffer. Another organisation with the potential to enlarge the Jamaican brand that is in need of serious management. I did not see the organisational structure on the website. That could be your fault or just the hackers that follow me around deleting the information. I thought I would mention it. Jamaica Anti-Doping Commission This organisation has five years of outstanding Financial Statements. They have a very good website brand new. Just to advise the Executive Director reports to the Board not the other way around. What is the organisational structure? Do you collect fines? Isn’t that a part of the sanctions of athletes? The information on the website is a bit sparse. You cannot be a strong Administrator and have not prepared any FS in five years. The preparation of your FS crowns a successful year. Jamaica Cultural Development Commission (JCDC) This is a mystery, this is one of the most active arms of this Ministry. When I think of this Ministry all that comes to mind is the Jamaica Cultural Development Commission (JCDC). I was not even aware of the linkages with the other organisations. This organisation has several standard events annually. Can someone tell me how can this organisation have six years of outstanding Financial Statements? The Minister needs to be fired forthwith. This website seems to still be under construction. I do not see any Finance personnel in the Senior Management team. We need to have something about the sixtieth anniversary of the country on the website. We also need to have the Ministers in charge of the organisations on the websites. Jamaica National Heritage Trust Tomorrow I will wrap my mind around this one. They have a Corporate Services Dept which is in charge of recording all transactions accurately. This organisation is full of assets. I think all the finance staff are running for cover. We would ask that the accurately recorded financial transactions be transformed into seventeen desirable Financial Statements. This must be a Payola Ministry which speaks to the absence of financial staff. National Library of Jamaica There is a Strategic Plan for this organisation up to 2020 on their website. I noticed they used a Consultant Company to assist with the preparation of their Strategic Plan. I never knew we could do that. For the Jamaica Racing Commission which had no money I went to the Seminar at MIND. Then I got a sample plan and I wrote all the heads of departments requesting their plans for the three years. Then I sat down and prepared the document. I could have saved myself all that trouble and sleepless nights. Based on the SWOT Analysis in the Strategic Plan their major challenge seems to be the location of the library. Mrs. Karen Leslie is in charge of their Finances. The National Library has no business being five years behind in their financials. Sports Development Foundation Only one year outstanding. I did not see the Administration on the website. I am not sure how the organisation is funded. The website did not say! Women’s Centre of Jamaica This organisation has four Financial Statements outstanding. The Administration is not on the website. What is taking place here? Human trafficking? The Ministry of Gender, Culture, Entertainment and Sport seems to be the major ministry of subterfuge. With the lack of Accounting Officers there is a lack of accountability, credibility, and reliability. This is a Payola Ministry!! MINISTRY OF ECONOMIC GROWTH & JOB CREATION (MEGJC) Development Bank of Jamaica This is supposed to be a professional organisation handling the investment, loan and Private Public Partnerships of the government so one is at a loss why it is behind in its Financial Statements. Handling billions of dollars in loans one needs very timely information to make serious investment decisions. I am hoping!! Factories Corporation of Jamaica Limited (FCJL) People, I am glad I am doing this exercise because I realise what is happening. The foreigners have to come to Jamaica and realise that we are not only rich in cultural heritage but in terms of real estate the government/people of Jamaica is very rich. I was wondering why all the foreigners were still hanging around like Turkey Vultures after the Canadians had hijacked the banking sector and actually annexed Jamaica Mutual Life Assurance Company and all its assets with the help of our Politicians. Let me state here categorically that the growth and development of the latter was due to a humble Pastor by the name of Tennyson Palmer and the sheer fortitude of the Jamaican people not due to any government largesse. I need the completed FINSAC Report now more than ever. Anyway let us move on to try and unravel what is taking place here. First of all on the Report from the Cabinet Office we are looking at two organisations FCJ statutory body and FCJ Limited Liability Company. What is the significance of this? The chairman of both bodies is Mr. Lyttleton Shirley, CD, JP. The Managing Director of the organisation if you dig deep into the information is Dr. Donald Farquharson. This is another of the new websites which are still under construction. Seems my friends the Chinese, Pakistanis, Indians and Caucasians are very busy assisting in the development of websites for the government. Just to advise my friends that you cannot exclude the Executive Team, Financial Statements and the operational procedures of the organisation. The websites need to show clearly the linkages between administration, finance and marketing. What is Mr. Madden chairing? While you are answering those questions you can address the matter of the nine years outstanding financial statements. The National Resources Conservation Authority Act National Land Agency (NLA) This organisation has its full complement of Finance staff Senior Director Corporate Services and Director Finance and Administration but the last statement presented to the Cabinet is 2009/2010 and the last financial statement uploaded on the website is 2006/2007 and I am unable to access any of them. This Executive Agency is ten years behind in Financial statements. What are they hiding? The Minister needs to be fired. National Works Agency (NWA) Another Payola organisation. Full complement of Finance staff and not one financial statement on the website under construction. A company which manages billions of dollars on behalf of the Jamaican people. A company whose roadworks fail the hurricane test ninety nine percent of the time. A company which gives failed contractors contractual extension into perpetuity. This company has nine years of outstanding financial statements. Jamaica, God cannot help us. We are mismanaging the extensive resources which He has given us. Decisions in this country are not being made in the Parliament. They are being made outside the Parliament. My suggestion is that we stop wasting taxpayers money implementing these elaborate elections to put people in Gordon House who do not have the interest of the people at heart. NWA more than anything else is a blatant disregard for the laws of the land. Let us as a people stop the farce. What are we hiding? It is not good management of resources for the Agency to be re-doing the same roads every year. Negril Green Island Local Planning Authority There was an act under the Chairman John Junor from the Town Planning Department in 2013. There seems to be a need for coordination of this project. Professional Engineers Registration Board (PERB) This board should be under MSET - Ministry of Science, Energy and Technology. The website is under construction so the information is very scanty. Urban Development Corporation (UDC) The very controversial Agency, Gloria Knight was seconded from this Agency to go assess the assets of the Jamaica Mutual Life Assurance.The current General Manager used to be an advisor to Pres. St. Aubyn Hill. Have to keep the circle tight. I have a serious problem with his very deep qualifications which do not include finance or Real Estate. I have also found the parent company for the Montego Beach (1975) Ltd and the Ocho Rios Commercial Centre it is the UDC. WE need up to date financial support for this company now. Well people, one thing I have learnt is that Jamaica is a very rich country. We need not borrow money from anyone but learn to live within our means. That is the first lesson in financial literacy. MINISTRY OF EDUCATION, YOUTH AND INFORMATION Caribbean Maritime Institute (University) A very pretty website that is not saying much. In terms of the leadership structure the Chairman remains Prof. The Hon. Gordon Shirley, OJ. The rest of the administration is missing. This is the University which carried down the Minister of Education and the President. We need to know what adjustments have been made since then. There are no financial statements on the website. Child Care and Protection Advisory Council This council was appointed in 2021 and is responsible for overseeing the Child Care Protection Act as per article. The board consists of thirty one persons, eleven of those are ex-officios.The Chairman is Dr. Orville Beckford. Jamaica Library Service (JLS) This organisation has six years of outstanding financial statements. The Chairman of the Board is Paul Lalor. This is an area that I would like to see explode in Jamaica. The possibilities are endless and I am sure we would have no problems with literacy. When I start my Foundation it will be establishing at least one library in each parish. A complex which will be a safe place for everybody, parents, children, seniors, homeless etc Whoever will let them come. It is obvious that the JLS is having serious financial challenges based on the last financial statement for 2012/13 submitted. They seem to be without a Director of Finance and Administration. We need the outstanding financial statements to have an idea of what is the true picture of the state of finances in this organisation and how we can assist them going forward. National Council on Education (NEC) This is the body we should be speaking to about the implementation of the Patterson Report. They are advisors to the Minister in terms of policy. They also manage the National Education Trust Fund. National Education Trust Limited (NET) There is a board, can someone supply information about this organisation? Where is their website if any? Do they have an administrative structure? If so, where are they located? University Council of Jamaica (UCJ) They have so many Professors on this Board it must be an aberration that they are outstanding in one financial statement. Their website is under construction and the administration and previous financial statements are missing. University of Technology (UTech) Well now that they have an acting President they should be sorting out their financial business speedily. There was a divestment to SVL in 2016. However, the cabinet report indicates that there are three years of Financial Statements outstanding. There is no board and no administration recorded. What are we treasuring? Clarendon Alumina Production Limited (CAP) The first question one would like answered is why are we moving the responsibilities for this company from the Ministry of Mining to the Ministry of Finance? The MFPS does not have enough work to do? The Minister of Mining is not able to handle his portfolio? Why? We want to divest the company and only the Minister of Finance can handle it? Why? Harmoinsation Ltd This is coming straight from #JIS people, ‘Harmonisation Limited is the government-owned company spearheading the Harmony Cove tourism development project in Trelawny. Harmony Cove is a 2,300-acre property on the Jamaican north coast, located 23 miles east of Montego Bay, St. James, and 44 miles west of Ocho Rios, St. Ann. It is being developed into a resort to include several world class golf courses, a luxury spa, marina facilities, commercial developments, luxury hotels, private residences and other amenities. Jamaica Racing Commission (JRC) This organisation is five years behind with their Financial Statements. The Chairman needs to ensure that these FS are prepared. He also Chairs Betting Gaming and Lotteries Commission and they are up to date. Planning Institute of Jamaica (PIOJ) They are outstanding one financial statement and should be getting caught up in short order. The Director General is also the Chairman of the Board. Statistical Institute of Jamaica (STATIN) They have one set of Financial Statements outstanding which should be dealt with expeditiously. Students’ Loan Bureau There are two sets of Financial Statements outstanding. We hope they will deal with that speedily. Everywhere we go a lot of assets which need serious management. This Ministry is no exception. This practice where I see the Prime MInister transferring one Ministry's responsibility to another has got to stop. If a Minister is not performing, remove him. MINISTRY OF HEALTH AND WELLNESS (MHW) National Council On Drug Abuse (NCDA) These people have a lovely website. Of course all of their leaders have gone into hiding because they know we are going to call them. They have fifteen years of Financial Statements outstanding. Mr. Minister, we need to know what is happening here? North East Regional Health Authority (NERHA) There are ten years of Financial Statements outstanding for this organisation. How do we ascertain the actual needs of this organisation? Pesticides Control Authority There are six years outstanding Financial Statements for this organisation There seems to be no Registrar. This organisation is vital to the proper functioning of a number of sections and should be brought up to date post haste. South East Regional Health Authority This organisation has nine years of outstanding Financial Statements. The Regional Director is Errol Greene, OD, JP I see his OD is well deserved. Anyway clean up time Mr. Greene. This is not KSAMC. Southern Regional Health Authority I tell you e-Government has never been so busy building websites. Lord help my Holy Ghost! Quite disappointed in you Mr. Wayne Chen you are supposed to be a veteran businessman and the organisation under your watch has seven years of Financial Statements outstanding and a website that looks like it is just under construction. University Hospital of the West Indies The University Hospital with such a high powered team needs to sort out the six years Financial Statements outstanding. Western Regional Health Authority #Siege! Mr. Minister, what is happening here? All the other Regional Authorities have a Board and a Management team. This Authority is not even recorded on the Cabinet Office report on Boards. This is the Authority that is supposed to be expending billions of dollars on the Canadian white elephant called Cornwall Regional Hospital. Who is accounting for those funds? Mr. Minister of Finance we are not expending one more cent on Cornwall Regional Hospital until we know what is happening in this Authority. We need all the accounting for #CRH. This organisation has eleven years of outstanding financial Statements. In fact, I would go so far as to say we are not increasing the budget for the Ministry until all the Health Authorities have brought their accounting up to date. MINISTRY OF INDUSTRY INVESTMENT AND COMMERCE (MIIC) I notice the Foreigners have been setting up their people. Sen. Aubyn Hill is now in charge of this ministry. Follow me and let us see what is there to invest and industrialise. Bureau of Standards They do not operate with a board and are only outstanding one Financial Statement however, they need to put their financials on the website. Cannabis Licensing Authority (CLA) The CLA is a newly formed organisation and already it has three years of outstanding financial statements. We need the Administration and the Annual Reports on the website. In addition we should be registering small farmers instead of destroying their crops. We need to get everybody in the licensing net. Companies Office of Jamaica The organisation with the responsibility to record the annual reports of companies are four years behind in their own financial statements. Fair Trading Commission (FTC) They need to get their finances in order for the merger with the Consumer Affairs Commission (CAC). They have five years of outstanding financial statements. Hazardous Substance Regulatory Authority (HSRA) Does not have its own website. Information found on the Ministry’s website. It was launched in 2015. it is too early to be late in presenting Financial statements. Jamaica Business Development Corporation (JBDC) The Financial Statements are up to date. However, what is not is that this organisation which is into business development and networking states that there are billions up for grabs in essential oils but the Ministry of Agriculture has an essential oil company which is languishing for twelve years. MAF can we put JBDC to organise Jamaica Exotic Flavours and Essences Co. Ltd. instead of destroying the good assets of the Jamaican people? Even if they have to give it to a co-operative of people to run. Let us do something. Jamaica Intellectual Property Office (JIPO) Seven years of financial statements are outstanding and the Administration is not on the website. Trade Board Limited Have we moved from Mr. Douglas Webster as Interim Trade Administrator? I have not seen anything since that 2009 news item. With a high powered person as Mr. Danville Walker as the Board Chairman I expect the organisation to be streamlined. They have four sets of financial statements outstanding. The Ministry of Industry, Investment and Commerce is a very powerful Ministry. It might not control a lot of property but it controls the laws which govern commerce in the country.It is a very powerful Ministry. MINISTRY OF LOCAL GOVERNMENT AND RURAL DEVELOPMENT (MLGRD) Board of Supervision This is straight off the Ministry’s website: The Board of Supervision, (for the relief of the poor in Jamaica), is a statutory body operating under the portfolio of the Ministry of Local Government and Rural Development. The organization is managed by an Administrative Secretary and a staff of Supervisors known as Regional Managers. It was established under the Poor Relief Act to supervise and monitor the delivery of the Poor Relief service performed by the Parish Councils and KSAC. The main functions of the Board are characterized as supervisory, advisory, regulatory, auditory, training, appellate, inquiry, rules formulation (for Poor Relief Administration), and sites and plan approval (for infirmaries buildings). The Board of Supervision conducts its activities mainly in relation to three programmes: 1. Outdoor Poor Relief Assistance, 2. Indoor Poor Relief Assistance (Institutional Care/infirmaries) 3. Homeless and Street People Programme. They have six years worth of financial statements outstanding. There needs to be a serious look at the way social assistance is done in Jamaica. For instance, my first question is what is an energy company doing under the Ministry of Local Government? As far as I know Jamaica has always had a Ministry of Science and Technology. Then the article I am reading is from December 2018, what has happened with this organisation since then? A basic administrative tool which I learned in the Jaycees Movement was an Action List. You go through your Minutes and list all the items that need action. You call it an Action List. It is a rolling list so at any time of the year you can take up the list and know which items which need action in your company or department. Another important point is that these action points must have a completion date. May I ask if these Permanent Secretaries have any such document? There are so many things dragging for years which are of national importance. Transfer this company to MSET or get the Attorney General to get the winding up in place. That is another thing I see the Ministries have legal matters to deal with and the first thing everybody does is hire their friend the consultant. This is not how it should be: the goto legal person for the government is the Attorney General. If there is a need for more consultation then the Attorney General can arrange that. Office of Disaster Preparedness and Emergency Management (ODPEM) I was wondering what was happening at ODPEM because it is one of the better run statutory bodies in Jamaica. There were other forces at work which I was unaware of. I was either a lion or an eagle. Dr Myles Munroe and Pastor Matthew Ashimolowo were ringing in my ears. I was clearly the number one candidate for the job. I was at the top of my game. That was when I said let me migrate to Canada. You have no audited financial statements to back up your information. You Permanent Secretaries need to start treating the business of the Jamaican people with more seriousness. Even when the Politicians are not serious you should have a level of professionalism which would make them come to heel. This department is spending over $500Mn on food alone and has not presented any financial Statements to the government in over five years. Jamaica is a very rich country. Firearm Licensing Authority (FLA) The things happening at the FLA are taking place all across the government. The difference here is the immediate impact on society of the gross and wanton corruption sweeping across the nation. Firearms kill people when given to people who should not be holding a pen knife. The Firearm Act is now being debated in Parliament with a view to removing the clauses that lead to the many breaches. In terms of administration we need the contract of the Executive Officer to be streamlined and the preparation of the three years outstanding financial statements. Passport Immigration and Citizenship Agency (PICA) A self financing Executive Agency which has not produced a financial statement in nine years. Talk about leakages and payola. It is too blatant! I have written to them about my stolen passport in 2018. I have not had a response! Police (Civilian Oversight) Authority (PCOA) We need more information on the operation of this body. Is there staff under the Director? Where are they located? The Director seems to report to a number of people? Why do they have three years outstanding financial statements? How are they funded? Private Security Regulation Authority (PSRA) e-Government I need an organisational chart to have a quick view of the reporting relationships. Joseph Issa is a businessman, may I know why this organisation is three years behind in their financials? I am sure no Security Guard walks out with a free permit. MINISTRY OF SCIENCE ENERGY AND TECHNOLOGY (MSET) National Commission on Science and Technology No wonder we do not have any money, we are not creating anything. In this time of serious technology advancement when teanagers are becoming billionaires overnight we have a Science Commission with twenty two years of financial Statements outstanding. Bag of jokers! Get some teenagers on the Commission. Petroleum Corporation of Jamaica (PCJ) The infamous PCJ has two outstanding sets of financial statements. I see the foreigners are still very interested in this asset. I had serious problems accessing the information up here in Canada. People saw that I was determined and was not leaving the website. I actually have five different pages open with the Petrojam website. It would be very interesting to see how many of the issues mentioned in the last AG Report have been addressed. I see the outstanding financial statements have been prepared. I am wondering about the choice of a Chairman but can appreciate that the political circle has to be tight. The Chairman is Mr. Wayne Chen. He is also the Chairman of the Southern Regional Health Authority which has seven years outstanding financial Statements. This piece of Jamaican asset we shall be keeping our eyes on. Indians and Pakistanis go home. Damn thieves! Good work e-Government, good website! Postal Corporation of Jamaica (PCJ) Let us see what unfolds for this organisation with this Nigerian as the Chairman of the Board. The CEO came from the Cannabis Licensing Authority. A Nigerian is in charge of our postal services. Things are truly interesting in Jamaica. They have only one financial statement outstanding. The website needs to be looked at. MINISTRY OF TOURISM (MT) Bath of St. Thomas the Apostle (Bath Fountain and Spa) There is only one year's financial statement outstanding. There is no website for the attraction. This is unfortunate which speaks to the fact that they are not maximising revenue. The General Manager is Desmond Blair. The Chairman of the seven member board is Michael McLeod. Jamaica Tourist Board (JTB) Talk about a secret organisation. I could not find any website for the JTB, only a little write up on the Ministry’s website under Public Bodies. There are two sets of financial statements outstanding based on the report from the cabinet office. Jamaica Vacations Ltd. The same thing here a little write up on the Ministry of Tourism website. There are four sets of financial statements outstanding here. Montego Bay Convention Centre Information available under Public Bodies on the Ministry of Tourism website. A facility of 139,302 square feet managed jointly by the MT and MFPS. Transferred from UDC. It has one set of financial statements outstanding. It has a website but no financials are included. Tourism Product Development Company Ltd (TPDCo) Two years of financial statements are outstanding. I need not say much, the AG just did a report on the organisation. I think the AG needs to do a report on the Ministry of Tourism. We need a complete audit of the Ministry of Tourism by the Auditor General’s Department. A wholistic audit. MINISTRY OF TRANSPORT AND MINING (MTM) Aeronautical Telecommunications Ltd. This limited liability company has one set of financial statements outstanding. Lovely website my commendations however the website lacks the financial information. This company operates Kool97 FM. Airports Authority of Jamaica Ltd. (AAJ) I tell you people, cash rich. Just take a glance at the last set of financials. These foreigners have been going around and lining up these organisations to skim off the cash. I keep telling you their strategy. When you are thinking nicey, nicey and cute the enemy is working its nefarious plans. AAJ is another classic: put a little foolish woman in charge or someone who is compromised and then go ahead with your criminality. We do not want to be reminded of what has taken place with the so-called investments. The new Minister needs to get these outstanding Financial Statements so we can see what is the actual impairment to the Jamaican People. As per Gleaner article two Jamaican airports just made $17bn for the Mexicans. Oh foolish Jamaicans who have bewitched you? Jamaica Bauxite Mining Ltd (JBM) Before I speak to this company let me share some thoughts with you. I got up this morning and it just occurred to me: Does this top heavy government which we have in Jamaica have Cabinet meetings? I mean how often, when and where? The reason I am asking this question is just that things are being done in such a random and ad hoc manner. I really do not see the seamless co-ordination between ministries or between the bureaucrats and the government. If there was proper co-ordination most of the errors which are taking place would not. The cabinet meeting is one of the most serious meetings in this country. People are not running their Ministries, they are running around their Ministries. They come and throw something at the public then we are the ones to say have you thought about this and that? Then they go back and come back again with something else. I am wondering if we have Ministers of Government or conmen? This is the reason why agriculture, the JUTC, the transportation system and the mining industry are in such a mess. When I was in the Jaycees (Yes, I keep mentioning the Jaycees because it is the greatest leadership training organisation in the world. A number of our more successful Politicians came through that route) when we had a board meeting one of the things that no one looked at was time, because we were not leaving until the agenda was completed satisfactorily. One of the important things was ensuring that linkages were taken care of. You might have a specific portfolio but how does the decision taken regarding your portfolio affet the other portfolios. I am not seeing this sort of throughput in the operations of the government of Jamaica. Case in point when NWA builds a road and the first set of rain destroys that road and we are not able to repair for another couple of years what are the repercussions throughout the nation. First thing the transport operators are going to demonstrate, or increase their fares, then if it is a farm road additional hardship for the farmers in terms of getting their produce to market, another set of price increases. Then the NWA has to get money from the public purse to rebuild this road. The government might not have any new flows coming in so money which could be used in another area of development has to go to rebuilding this road a second, third, fourth fifth…nth degree. With no new money coming in there is a strain on the foreign exchange because we have to source all the materials externally. It is a vicious cycle. Getting back to bauxite, we could also look at what is taking place in the Bauxite industry right now with the toss up between the stakeholders and the members of the Society. Things have to be done with a conscience. We need the outstanding financial statements for this organisation post haste to ensure there are no leakages. I was reading a news article about the government wanting the money to do whatever. The whole Bauxite industry needs reorganising. Jamaica Civil Aviation Authority (JCAA) Well, based on information on the website the outstanding Financial statements were submitted to the Ministry Of Transportation and Mining and the Ministry of the Ministry of Finance and Public Service on July 12, 2018. There seems to be a problem with the date it should be July 12, 2020. WHy has this report not been presented to Parliament this is March 2022? The MFPS owes this organisation an apology. Jamaica Railway Corporation (JRC) You can read Wikipedia to find out about the JRC. There is no website. There are two sets of financial statements. It would be good to know what the assets under management and the shortfall in terms of having an island wide train service since we have so many problems with the roads. Governments of secrecy! Jamaica Ultimate Tyre Company Ltd (JUTCL) I tell you we are a very rich country. This company is a wholly owned subsidiary of JUTC. I tell you JUTC cannot manage its business but it has a subsidiary. Lord help my Holy Ghost! E-Government good work nice website now let us put in some serious information. We need financial statements and the people who are running the organisation. Remember that the people of Jamaica are subsidising JUTC to the tune of $4bn annually. Now get some flesh on the website.Let us have those two outstanding financial statements post haste. Jamaica Urban Transit Company (JUTC) We need the three sets of outstanding financial statements to be uploaded along with the prior ones. You will not get one cent cent more until we have all the financial statements on your website. Good job e-Government some people in Jamaica are becoming aware of the benefits of a good website. I would only use Access To Information (ATI) for things which are secretive under the law. Otherwise I Google everything else. JUTC is in charge of a subsidiary. They cannot be hiding the finances of the people from the people and then come to us for payment of staff salaries. Maritime Authority of Jamaica There are three sets of outstanding financial statements, another cash rich organisation which contributed over $30mn to the consolidated fund in 2018. Let us have the outstanding reports post haste. The website is still under construction. Montego Bay Metro Ltd. The website is under construction and only basic information is available. The Permanent Secretary from the Ministry needs to give a report on this company as to its operations over the years. This company has ten sets of outstanding financial statements. They have not been able to upload one set of financial statements. There is a board on the website but the Report from the Cabinet Office had no such information. Wanton disregard for the management of the resources of the country. EOJ I need the financial information on the Jamaica 2020 elections. Ports Security Corps Ltd. Permanent Secretary in the MTM could you get this organisation to have a website built so that the people of Jamaica can know what is taking place. The records from the Cabinet Office indicate that they have twelve years of financial statements outstanding. I really don't know what kind of excellence can be there when the basic functions of the organisation are not being fulfilled. However, if it is a secret organisation that is not being funded by the people of Jamaica they can continue to operate in secret. Transport Authority This organisation has two sets of financial statements outstanding. We need them post haste. MINISTRY OF HOUSING, URBAN RENEWAL, ENVIRONMENT AND CLIMATE CHANGE (MHURECC) Real Estate Board and Commission of Strata Corporations They are administered by the same board. We need the two outstanding Financial Statements post haste. They also need to upload all financial statements on their website. Forestry Department There are seven years of financial Statements outstanding and you have uploaded none on your website, nor is there any information about your operations in detail. We the people of Jamaica would appreciate it if your highnesses could supply the outstanding information as quickly as possible. We thank you for having pity on us the Taxpayers. Jamaica is rich but we are not prosperous because of leakages and mismanagement. I see they have cleared Babsy of the charge of mismanagement of resources. Let us hope the organisations in her Ministry will produce some financial Statements going forward. A note to the Integrity Commission, please be advised that if the people who are working in your organisation in sensitive areas if their lives cannot stand up to the highest level of scrutiny, ask them to transfer to another Ministry. The people we are dealing with take no prisoners. They are like the Pharisees and the Sadducees. They go back to the date of your birth. OFFICE OF THE PRIME MINISTER (OPM) Jamaica Information Service There are three sets of Financial statements outstanding. Lovely and very informative website. However, with so many activities taking place one would like to see the older as well as current financial statements. Public Broadcasting Corporation of Jamaica (PBCJ) Now that we have put a board in place may we have the uploading of all eleven years financial statements which are outstanding. In terms of programming I expected more coverage on the Parliament, Parish Councils etc. I guess what I am saying is that a PBC mostly focuses on the operations of the government. I did not see any children’s programming. This should have been the go to station for learning in the Pandemic. Link closer with the Ministry of Education and Youth.
